This is a sailor suit with pullover shirt and pleated skirt. Back around the turn of the twentieth century, young Prince Edward was seen wearing a sailor suit, establishing a children's fashion trend that is still popular today. This is an original design, based upon my own research several years ago. Gabardine/rayon blend with navy trimming. The cute little red scarf is an added feature of this outfit.
